The Shura Council Issued during its 13th session which was held this morning (Monday), under the chairmanship of H.E. Ali bin Saleh Al-Saleh, a statement on the occasion of His Majesty's participation in the work of the third developmental, economic, social Arab summit which took place in Riyadh, in which the Council expressed sincere wishes that Arab leaders will come out with decisions supporting joint Arab action, and contribute to further steps to unity and integration and interdependence to reach economic and development projects for the interest of the Arab peoples.
The thirteenth session of the Shura Council had begun by ratification of the minutes of the 12th meeting, followed by issuing another statement, recited by the Secretary-General, on the occasion of birth anniversary of Prophet Mohammad PBUH, in which the Council extended deepest congratulations and blessings to His Majesty King Hamad bin Isa Al Khalifa, His Royal Highness the Prime Minister Prince Khalifa bin Salman Al Khalifa, His Royal Highness the Crown Prince and Deputy Supreme Commander Prince Salman bin Hamad Al Khalifa, and to the people of Bahrain and Arab and Islamic nations.
The Council emphasized that Islam is a religion of tolerance, love, peace, and openness to other religions, which calls for investing in this occasion by devoting ethics and merits of Prophet Mohammed PBUH, and to call for reunion, tolerance and unity, calling on all scholars and preachers to play their part and shoulder the responsibility towards guiding people to keep the community in cohesion and unity, and boost true brotherhood among its members, and contribute to advancing the process of reform and development, under the wise leadership of His Majesty.
Then the Secretary General of the Council also issued another statement on the occasion of the successful organization of twenty-first session of the GCC Cup hosted by the Kingdom of Bahrain, extending deepest congratulations and blessings to His Majesty King Hamad bin Isa Al Khalifa, His Royal Highness the Prime Minister Prince Khalifa bin Salman Al Khalifa, His Royal Highness the Crown Prince and Deputy Supreme Commander Prince Salman bin Hamad Al Khalifa, praising the sincere efforts of the Chairman of the Supreme Council for Youth and Sports and president of the Organizing Committee for the Gulf Cup His Highness Shaikh Nasser bin Hamad Al Khalifa.
The Council then was notified of the incoming messages from H.E. Mr. Khalifa bin Ahmed Al-Dhahrani, which included decree by law no. (43) for 2012 amending some provisions of law no. (60) for 2006 on the reorganization of the legislation and legal opinion organization, and decree by law no. (53) for 2012 amending some provisions of the Criminal Procedure Law, issued via decree by law no. (46) for 2002, and the Council was notified about referring the first to the Legislative and Legal Affairs Committee, and the second to the Foreign Affairs, Defense and National Security Committee.
The Council approved the report of the Legislative and Legal Affairs Committee concerning the decree by law no. (39) for 2012, amending some provisions of law no. (15) regarding the Shura and Representatives Councils.
Then the Council approved the report of the Services Committee in regard to the decision to the Council of Representatives on Shura Council resolution concerning two draft laws amending some provisions of law no. (78) of 2006 on insurance against unemployment, (prepared in light of bill proposals submitted by the Council of Representatives.
The Council continued the discussion of the report of the Foreign Affairs, Defence and National Security Committee concerning the draft law issuance of institutions reform and rehabilitation law associated with the royal decree no. (92) for 2007, starting from Article (71), where the Council adopted resolutions approving the articles 71, 72, 73, 74, 75, 76, 77, 78, 79, 80, 81, 82, 84, 85, while the Council agreed to delete Article 83 and renumbering of articles.
On any other business item, the Council agreed to refer the proposal submitted by hon. Rabab Al-Orayed to the Foreign Affairs, Defense and National Security Committee, which aims to add a chapter related to reform and rehabilitation centers employees and consists of 4 items.
