The twelfth meeting of the Shura Council began with ratification of the minutes of the eleventh meeting, before the Secretary General of the Shura Council reciting a statement on the occasion of His Majesty King Hamad bin Isa Al Khalifa obtaining overwhelmingly the title of Humanitarian Personality of the Year, within the questionnaire conducted by the Kuwaiti «Al-Sharq» newspaper, with the participation of ten thousand personals from the Gulf and the Arab world. The Council expressed congratulations and good wishes to His Majesty, stressing that obtaining such title is not surprising for a personality committed itself to serve their country and its people, and opened wide the doors of reform, modernization and democracy.

The Council then notified regarding the incoming messages from the Chairman of the Council of Representative Khalifa bin Ahmed Al-Dhahrani, which included a decree no. (38) for 2012 amending some provisions of law no. (27) for 2002, establishing the Constitutional Court, and the decree by law no. (44) for 2012 amending some provisions of Judiciary Law issued via decree by law no. (42) for 2002, where both draft laws were referred to the legislative and legal affairs committee.

Then the council discussed the report of the Services Committee concerning a draft law amending Article 3 of the law no. (40) of 2006 amending some provisions of the Social Insurance Law issued via decree by law no. (24) of 1976 (amended in light of the bill proposal submitted by the Shura Council), where hon. AbdulJalil Al-Owainati recited Committee's recommendation to approve in principle the draft law.  After deliberations and discussions the Council approved the recommendation of the Committee to approve the draft law.

Then, the Council continued the discussion of the report of the Foreign Affairs, Defence and National Security Committee concerning the draft law issuance of reform and rehabilitation institutions law associated with the royal decree no. (92) for 2007, starting from Article (44), where the Council adopted resolutions approving the recommendation of the Committee on articles 44, 45, and 48. The Council approved referring articles (46) and (49) to the Committee for further study, and approving article (47) as set by the government.

The Council also decided to approve the Committee's recommendations on articles (50, 51, 52, 53, 54, 55, 59, and 63), while the Council agreed to refer articles (56, 57, 58, and 60) to the Committee, approving articles (61 and 62).
