Meeting No (12), January 9th, 2012 – Second Convening Period – Third Legislative Term

Shura Council held its weekly session this morning under the Chairmanship of H.E. Ali bin Saleh Al-Saleh.

The Council launched a national initiative that Shura Chairman and members, and all employees of the secretariat to sign a national reconciliation document to be referred to His Majesty.

Shura Council's Chairman delivered a speech in which he emphasized the current phase in the kingdom's history requires us to heal wounds, open a new page and invigorate the atmosphere of national reconciliation initiated by His Majesty King Hamad bin Isa Al Khalifa.

In regard to the national reconciliation document tabled before the council, Al-Saleh said "we shall stand up for the higher interest of our beloved Kingdom and proceed towards real reforms".

H.E. Al-Saleh expressed thanks for the shura member Dalal Jassim Al-Zayyed for her initiative and to all Bahraini citizens who contributed, by word or deeds, in the pacification of emotions and restoration of national unity, following last year's unfortunate events.

H.E. Al-Saleh reiterated his support to every step and initiative which helps to accomplish national reconciliation.

The Council expressed interest to see all government and private institutions to take the same initiative, hoping the step which is one among others to achieve a real comprehensive national reconciliation between all citizens in the Kingdom.

At the beginning of the session, the Council was notified regarding the letter coming from the Chairman of the Representatives Council H.E. Khalifa bin Ahmed Al-Dhahrani in regard to two draft laws about computer crimes associated with the royal decree no. 47 for 2009 and computer crimes (prepared in light of the bill proposal submitted by the Council of Representatives).

The Council was also notified regarding a draft law submitted by member Rabab Al-Orayed issuing civil and trade procedures law to refer it to the legal and legislative affairs committee.

Later, the council referred to the Government a draft law concerning ratification of the Convention between the Government of the Kingdom of Bahrain and the Government of Turkmenistan about promoting and protecting investments, associated with the Royal Decree No. (43) for 2011.

The Council referred to the Legislative and Legal Affairs Committee for further study a Decree by Law No. (34) for 2010, amending some provisions of Law No. (60) for 2006, about the reorganization of the Department of Legal Affairs.

The Council also referred to the Foreign Affairs, Defence and National Security Committee a draft law amending some provisions of the Penal Code issued via Decree by law No. (15) of 1976 (prepared in light of the bill proposal submitted by the Shura Council).

Due to disagreement on some article of the law, the Council referred to the Services Committee for further study the supplementary report concerning the Decree by Law No. (50) for 2010 amending some provisions of the law of associations and social clubs, cultural and private bodies working in the field of youth, sports and private institutions, issued via Decree by Law No. (21) for 1989).

The Council disapproved two draft laws in regard to the report of the Finance and Economic Affairs Committee concerning a draft law organizing of bonuses to government representatives at the boards of establishments, institutions, corporations and committees (prepared in light of the bill proposal submitted by the Council of Representatives), and the report of the Legislative and Legal Affairs Committee concerning a draft law adding a new article to the Civil Service Law issued by Law No. (35) for 2006 (prepared in light of the bill proposal submitted by the Council of Representatives).
