Meeting No (9), December 12th, 2011 – Second Convening Period – Third Legislative Term
Shura Council held its weekly session this morning under the Chairmanship of H.E Ali bin Saleh Al-Saleh.
Shura Council extended sincere congratulations and best wishes to His Majesty King Hamad bin Isa Al Khalifa, His Royal Highness The Prime Minister Prince Khalifa bin Salman Al Khalifa, His Royal Highness The Crown Prince and Deputy Supreme Commander Prince Salman bin Hamad Al Khalifa and to the honorable Bahraini people on His Majesty's Accession Anniversary and the Kingdom of Bahrain's National Day, supplicating to Almighty God to return this happy occasion to the Kingdom of Bahrain and its people with further dignity, progress and prosperity.
Shura Council reiterated this glorious national occasion which brightens the Kingdom of Bahrain is an annual posture to consolidate allegiance to the motherland and to strengthen our national unity and commemorate the Kingdom of Bahrain's accomplishments in various fields.
The Council expressed utmost pride in and appreciation towards the Kingdom of Bahrain's comprehensive development in all walks of life thanks to the national project of His Majesty who rendered it into a pragmatic vision to inscribe a new page in our modern history, laden with aspirations and ambitions of the Bahraini people.
Shura Council hailed His Majesty's great feats which illustrate the honorable image of the Kingdom of Bahrain in the world map, renewing on this glorious occasion allegiance and loyalty to His Majesty the King and undertaking to proceed on the road to further progress and development and to exert significant efforts supporting the blessed progressive march through constructive deeds in their capacity as a legislative body in close cooperation with the Council of Representatives and the wise government in compliance with the vision of His Majesty for integration and coordination between the various authorities in order to achieve the best interest and welfare of the motherland and its citizens.
The Council referred to the Government a number of draft laws related to establishing a free trade zone between GCC countries and the countries of European Free Trade Association (EFTA), associated with the Royal Decree No. (37) for 2011, approving joining the Budapest Treaty about the International Recognition of Depositing Micro-organisms for the Purposes of Patent Procedure, associated with the Royal Decree No. (15) for 2009, and amending paragraph (d) of item (2) of Article (2) of the Decree by Law No. (28) for 2002 about electronic transactions, associated with the Royal Decree No. (81) for 2011.
The Council referred to the specialized committees for further study two draft laws amending some provisions of the law of associations and social clubs, and cultural and private establishments working in the field of youth, sports and private institutions, issued via Decree by Law No. (21) for 1989, and opening additional appropriation in the state budget for fiscal year 2010, and borrowing to cover the credit.
The Council deferred to the next session discussing a draft law regarding amending some provisions of the Penal Law issued via Decree by Law No. (15) for 1976, associated with the Royal Decree No. (10) for 2010, "criminalization of bribery and embezzlement in the civil sector".
