Legislative and Legal Affairs Committee at Shura prepares its Report on Two Decrees

During its meeting today, Sunday under the chairmanship of its Head, Dalal Jassim Al-Zayed, The Legislative and Legal Affairs Committee at Shura Council reviewed Decree by Law no. (43) for 2012 amending some provisions of Law No. (60) for 2006 on the reorganization of the legislation and legal Iftaa authority. The committee decided to prepare its report on the decree of law in preparation for discussion in future meetings.

The decree of law is concerned with amending the competences of the Legislation and Legal Iftaa authority to include preparing proposals to amend the constitution, and the law proposals submitted by Shura Council and Council of Representatives to the Government in the form of a draft amendment to the constitution or draft law, on condition that the authority submits the proposal after formation to the Government within three months, starting from the date of the referral.

The Government then, submits its comments on the proposal, and refers it to the Council of Representatives during the specified period, according to article (92) of the constitution.

In the same regard, the committee decided to prepare its final report on Decree by Law No. (41) for 2012 amending some provisions of Law No. (54) for 2002 on the internal Rules of the Council of Representatives, formulated in the light of the constitutional amendments.

Meanwhile, the committee submitted its legal opinion, through its approval on Decree by Law no. (48) for 2012 related to Bahrain Chamber of Commerce and industry, and the draft law amending Article (34) of the Penal Code promulgated by Decree by Law no. (15) for 1976 (prepared in light of the law proposal submitted by the Council of Representatives).

The committee also submitted its legal opinion with approval, concerning the draft law to add a new article no. (391) repeated, to the Penal Code promulgated by Decree of Law no. 15) of 1976, associated with the Royal Decree no. (50) for 2012, as a prelude to discussing it in the Council’s relevant committees.
