Directorate’s Role

Chairman’s Office main functions and competencies:

  • Receive the Council Chairman’s instructions and report them to the relevant authorities.
  • Prepare and organize the file of His Excellency the Chairman’s meetings inside and outside the Council and other events.
  • Follow up on the Council Chairman’s instructions regarding the preparation of the visions, memos and legal consultations with the Legal Advisors Authority.
  • Receive the received issues related to civil society organizations and their activities aimed at expanding participation in the legislative process.
  • Receive the subjects presented by the state bodies and present them to His Excellency the Council Chairman and receive guidance thereon.
  • Receive data, reports and letters submitted to the Council Chairman by the Council's bodies and committees.
  • Prepare and supervise the arrangements for the internal and external visits of the Council Chairman, in coordination with the competent authorities in the General Secretariat.
  • Arrange and organize the private and public appointments of His Excellency the Council Chairman in accordance with the instructions issued by him.
  • Edit and draft all the decisions, memoranda and letters issued by the Council Chairman.
  • Coordinate and follow up with the General Secretariat to monitor and analyze what is published by the local and international newspapers about the Council and the Council Chairman in the press files and present them on a daily basis.
  • Coordinate and follow up with the General Secretariat to have media coverage of public and private events and activities, and his internal and external visits.
  • Coordinate and follow up with the General Secretariat to organize ceremonies for the receptions of His Excellency the Chairman of the visiting delegations and heads of Arab, Islamic and foreign diplomatic missions, ministers and senior officials in the State.
  • Organize interviews and press conferences held by His Excellency the Council Chairman with the media delegates and journalists.
  • Coordinate and follow up with the competent authorities inside and outside the Council to prepare and provide studies and decisions requested by His Excellency the Chairman.
  • Coordinate and follow up with the General Secretariat to provide gifts in accordance with the instructions issued by His Excellency the Chairman and follow up on the procedures of disbursing and the supply.
  • Receive the official invitations sent to the Council Chairman to attend the national celebrations of the State, and the celebrations held by the public and private diplomatic missions.
  • Receive incoming calls to His Excellency the Chairman's office, reply to them, coordinate for the reception of guests and arrange for the interviews and meetings of the Council Chairman.
  • Organize and update an integrated archive of secretarial work and make it an integrated reference.
  • Document all the incoming and outgoing correspondence, internal and external, and supervise their preservation and classification manually and electronically by the dms archiving system.
  • Receive, transmit and follow up on the draft laws during its document cycle.
  • Receive law proposals from the members and refer them to the legal adviser, the Bureau meeting and the committees and follow it during its document cycle.
  • Receive the draft state budget and its final accounts, follow up and coordinate regarding the procedures od passing it.
  • Receive apologies from the Council members for attending the sessions, accompanied by justifications and their approval by His Excellency the Chairman, and referring them to the competent department.
  • Receive the correspondence and invitations to participate in the Council from parliaments, international federations and organizations, ministries, governmental institutions and civil society institutions, and present them to His Excellency the Chairman and receive instructions thereon.
  • Receive reports from visiting delegations to participate in parliamentary meetings and conferences and present them to His Excellency the Chairman and receive instructions thereon.
  • Review all correspondence and documents and ensure their completeness before referring them for the approval of the Council Chairman.
  • Sending parliamentary correspondence by the carrier system.
  • Follow up and coordinate with the committees on inviting government representatives and representatives of civil society institutions to the meetings of the permanent and temporary Council committees.
  • Coordinate and follow up with the Council committees on the requesting the opinions, legal memos and visuals from the internal and external entities of the Council.
  • Supervise all the administrative and financial matters and the technical support and follow up on its work progress.
  • Follow any directions issued by His Excellency the Chairman.
