Article (74) of the Constitution stipulates that: (The King shall open the regular session of the National Council with the high speech, and he may appoint the Crown Prince or whoever he sees fit to do so. Each Council shall elect a committee from among its members to prepare a draft reply to such speech and each of the two councils shall return it to the king after its approval).
Also, Article (21) of Decree Law No (55) of year 2002 on the internal regulation of the Shura Council and its amendments stipulates that (the Shura Council’s Bureau shall elect a committee from among its members to prepare a draft reply to the high speech and the formation of such committee shall be submitted to the Council for its approval. The committee shall consider the high speech, prepare a draft response to it that shall be presented to the Council in the time set by it, and submit it to the king after its approval).
