Meeting No (6), November 14th , 2011 – Second Convening Period – Third Legislative Term

In its 6th session, Shura Council approved 3 decrees by law included Civil Service Law, the establishment of the Supreme Council for Youth and Sports and the retirement fund for Bahrainis and non-Bahrainis officers and members of the Bahrain Defence Force and Public Security.

During the session, Shura Council recited a statement of condemnation and discontent by the repeated and blatant interventions by Iran in the internal affairs of the Kingdom of Bahrain, in the wake of the successful operation that led to the arrest of a terrorist cell that sought to prejudice public security, terrorize innocent civilians and threaten lives through carrying out terrorist acts against vital installations and people in the Kingdom.

The Council expressed support for all steps to promote the unity of the Gulf, which wouldn't give a chance to predators who wish bad to this country to remain dignified in light of His Majesty's wise leadership and the wisdom and the competence of the Government led by His Royal Highness the Prime Minister Prince Khalifa bin Salman Al Khalifa, and the support of the Crown Prince and Deputy Supreme Commander His Royal Highness Prince Salman bin Hamad Al Khalifa.

The sixth session of Shura Council was held under the Chairmanship of H.E. Ali bin Saleh Al Saleh. At the beginning of the session the council ratified the minutes of the fifth meeting before Hon. Secretary-General of the Council Mr. Abdul Jalil Ibrahim Al-Tareef, read a statement condemning terrorists who were planning to target vital installations in the kingdom and the people, the Council followed up the successful operation which resulted into the arrest of the cell that was seeking to breach public security, terrorizing innocent civilians, and threatening their lives through carrying out terrorist acts against vital installations and people in the Kingdom, via coordination and collaboration with a foreign country.

The statement expressed disapproval of the Shura Council and strongly denounced these criminal and blatant acts, and repeated and unashamed interventions by Iran in the internal affairs of the Kingdom of Bahrain, stressing that such acts of premeditated terrorism aimed at undermining security and stability in the Kingdom of Bahrain is totally at variance with the teachings of our Islamic religion and our values, which  put the lives of innocent people and property at risk and vandalism, stressing targeting facilities and persons does not threaten the security of Bahrain only, but it is actually targeting the GCC states, as Bahrain being an integral part of the GCC shared by a common destiny and a long history and defence unified, and that any breach of security for any Gulf state or any intervention in the internal affairs affect the rest of the Council.

The Council called upon assuming responsibilities in maintaining peace and security, gains and developments, praising the efforts of security officials in Qatar for their efforts and cooperation in arresting the terrorist cell. In this regard, the Shura Council expressed support for all measures taken to promote Gulf unity under the wise leadership led by His Majesty King Hamad bin Isa Al-Khalifa, and prudent government headed by His Royal Highness the Prime Minister Prince Khalifa bin Salman Al Khalifa, and the support His Royal Highness the Crown Prince and Deputy Supreme Commander Prince Salman bin Hamad Al Khalifa.

The Council stressed, it seeks from its legislative role to develop legislation that preserves the unity of the kingdom and save its security and stability, including ‬ ensuring ‬prevention of and combating terrorist crimes.

Then the council welcomed meeting the Deputy Prime Minister of Jordan and Chairman Deputy of the Jordanian Senate Dr. Fayez Tarawneh, currently visiting Bahrain, where council praised the level of relations attributed to the leaderships of both countries, stressing the Council's support to the bilateral relations and towards wider horizons.

The Council was notified in regard to the incoming messages from the chairman of the council of representative concerning a draft law amending some provisions of Decree Law No. (11) for 1995, on the protection of monuments (prepared in light of the bill proposal submitted by the Council of Representatives), a draft law amending some provisions of Decree by Law No. (11) for 1995 on the protection of monuments (prepared in light of the bill proposal submitted by the Council of Representatives), and a draft law on exempting foreign workers working at Sunni and Jaafari Endowments from work fees (prepared in light of the bill proposal submitted by the Council of Representatives), in addition to a draft law establishing a Supreme Council for Social Security (prepared in light of the bill proposal submitted by the Council of Representatives), and a draft law on the organization of technical work (prepared in light of the bill proposal, submitted by the Council of Representatives), where all were referred to the Services Committee and Legislative and Legal Affairs Committee was notified.

The Council was notified regarding the resolution of the Council of Representatives about the draft law establishing the Zakat House (Sunni branch) (prepared in light of the bill proposal submitted by the Council of Representatives), and about referral to the Legislative Affairs and Legal Committee.

The Council then proceeded to discuss the items on the agenda where it continued to discuss the report of the Legislative and Legal Affairs Committee regarding the Decree by Law No. (48) for 2010, establishing civil service law.

The Council approved the report of the Services Committee regarding the Decree by Law No. (33) for 2010 amending some provisions of Decree by Law No. (5) for 1983, amending the Amiri Decree No. (2) of 1975 establishing the Supreme Council for Youth and Sports.

The Council then approved the Decree by Law No. (47) for 2010 regarding the management and terms of reference of the retirement fund for Bahrainis and non-Bahrainis officers and members of the Bahrain Defence Force and Public Security, established under Decree-Law No. (6) for 1991.
