Meeting No (5), October 31st , 2011 – Second Convening Period – Third Legislative Term
In its session on Monday 31st October 2011, The Shura Council extended congratulations to His Majesty King Hamad bin Isa Al-Khalifa, His Royal Highness the Prime Minister Prince Khalifa bin Salman Al-Khalifa and His Royal Highness the Crown Prince, Deputy Supreme Commander Prince Salman bin Hamad Al-Khalifa, the people of Bahrain and the Islamic and Arab nations on the occasion of Hajj season and the advent of Eid Al-Adha.
Meanwhile, the Chairman of the Council authorized members of the Council to draft a denunciation statement for acts of escalating security confrontation which shifted to sectarian confrontations in the community, through criminal means that include Incurring damages on purpose, as well as condemnation of instigation to perform such act and preserve silence regarding it.
The Shura Council also agreed to issue another statement regarding the misleading and fallacies information, included in the statement of the European Parliamentary Union (EPU), which didn't reflect the truth regarding the recent unfortunate events in the Kingdom of Bahrain. The EPU statement manifested no follow-up and no acknowledgement of the nature of events Bahrain has went through, as well as to the measures taken by Bahrain to handle the situation, stressing doors are open for those who wish to see into the real situation with full transparency.
On the side of discussing Council's issues, the Shura Council referred to the Government the draft law approving the framework agreement on economic cooperation between the member states of Gulf Cooperation Council (GCC) and the member states of Mercosur.
The Council agreed on a number of amendments to some articles of the draft law regarding issuing Child Act, in accordance with the report of the Woman and Child Affairs Committee, afterwards agreed to refer it back to the Committee.
During the session, final opinions were sought on a number of draft laws which were voted for approval during the last session, and referred to the Government for His Majesty's endorsement, and they were as follows:
• Ratification of the agreement between the Government of the Kingdom of Bahrain and the United Nations Educational, Scientific and Cultural Organization (UNESCO) about establishment of a regional center for information and communication technology in Manama - Bahrain, associated with the Royal Decree No. (42) for 2010.
• Bahrain joining the Convention about the International Foundation for Development, associated with decree No. (47) for 2010.
• Ratification of the Statute of the International Agency for Renewable Energy, associated with the Royal Decree No. (15) for 2011.
