During Shura Council Second Weekly Session, which was held this morning, Monday, October 10, 2011 under the Chairmanship of H.E. Ali Bin Saleh Al Saleh, agreed to form a committee to respond to the Royal Address, Chaired by Honorable Second Deputy Chairman of the Shura Council, Dr. Bahia Jawad Al Jishi, at the time members agreed on the formation of the Standing Committees of the Council before electing members for the Inter-Parliamentary Division.

Shura Council started recitation of the names of absent members before moving to discuss agenda's items, where the Council was notified about the messages received from His Royal Highness the Prime Minister Prince Khalifa bin Salman Al Khalifa, which a number of decree by laws – issued by His Majesty – were attached, included:

• Decree by Law No. (28) for 2011, on issues concerning the status of national safety.

• Decree by Law No. (29) for 2011, amending some provisions of Decree by Law No. (15) for 1977, the issuance of development bonds.

• Decree by Law No. (30) for 2011, the establishment of a national fund to compensate those affected.

• Decree by Law No. (31) for 2011, amending some provisions of Law No. (9) for 2011, the adoption of the General State Budget for fiscal years 2011 and 2012, and the opening of an additional credit in the budget.

• Decree by Law No. (32) for 2011 amending paragraph (e) of Article (42) of Law No. (19) for 2006 on the organization of labor market.

• Decree-Law No. (33) for 2011 amending some provisions of Law No. (11) for 1975 on passports.

• Decree by Law No. (34) for 2011 approving the agreement to participate in exploration and production of deep gas between the Government of the Kingdom of Bahrain and the U.S. occidental company.

The Council then proceeded to the item to form a committee to respond to the Royal Address, 9 members have been recommended for membership of the Committee, as follows:

3. Hon. Member Jameela Ali Salman Ahmad.

Then the meeting was adjourned for half an hour to for the Standing Committees to hold their first meeting to elect a Chairman and Vice Chairman of the Committee, the results were as follows:
