• the maximum authorized number of books to be loaned during the maximum period referred to in item (3) of the same article, by category of membership referred to in Article (16) the first category 10 books, the second category 6 books and the third category two books.
• Maximum duration of the loan according to categories of membership referred to in Article (16) the first category 30 days, the second category 15 days and the third category 15 days.
• Borrowed materials are renewed on the same day of expiration date.
• Members who borrowed a book are not entitled to renew in the case of a request for the book by another member.
• A returned book will be loaned gradually according to the demand for it.
• The borrower is committed to re-book for the library before the end of the term of the loan if asked to do so in a maximum period of three days of the date of the communication.
• In the event of increased demand for a material, it will be re-classified and transferred to the Reference Section for the benefit of all categories.
• If a book is lost or damaged the borrower is required to bring an alternative copy of the same edition or the most recent edition within a month of being informed, if the borrower was not able to do so then he is required to pay the value determined by the supply department in accordance with the controls adopted by the Joint Committee. If the book is rare or donated, the borrower is required to pay the value determined by the Joint Committee in the light of the price of the missing or damaged book and how rare in the market it is. In both cases the borrower is required to pay the value of the delay according to the terms of this article.
• If the borrowed material’s value could not be collected amicably, then it will be collected through administrative ways, such as deducting from salaries of the first and second categories members, or from the deposited insurance in the Parliamentary Library for the third category. If the fines exceeded the amount of the deposited insurance the borrower is then required to pay the difference.
• Third category members will be twenty dinars as a deposited insurance, which will be returned to them at the end of the membership in a non-disciplinary manner.
• The amounts of deposited insurance will be deposited in the treasury of the Parliamentary Library in exchange for receipt.
• Membership will be renewed annually a month prior to its expiry date, if borrower did not renew his card within a year of its expiry date he may not claim insurance.
• Violators and of the parliamentary library systems and acquisitions will be referred to the legal authorities.
•The delay fine will be charged fifty fils for each day of delay after the borrowing expiry date for maximum of 30 days.
• If the delay exceeds a period of 30 days, an additional fine of one dinar and five hundred fils shall be charged per month for one year.
• If the delay exceeds the duration of the year the book will be considered missing.
• If a book is lost or damaged the borrower is required to bring an alternative copy or pay the value determined by the Joint Commission as stated in item (9) of paragraph (e) of Article (6).
• The borrower will not be allowed to borrow any books if he did not return the books he borrowed for more than a month.
• If the library requested the book to be returned before the end of the specified period and the borrower did not respond to the request of the Library,a delay fine will be charged of five hundred fils for each day of delay, after a week of informing the borrower of the date of the return of the book, and shall be treated as in the preceding paragraphs of this article.
• The President of the Parliamentary Library has the right to deprive a third category borrower of borrowing, if there is repeated delay or loss of borrowed books.
