Second Term - Third Legislative Session
First item:
Reading the names of the members who apologized for not being able to attend and of those who were absent from the previous session.
Those who apologized for not being able to attend were: His Excellency the Chairman of the Council, H.E. Ali bin Saleh Al-Saleh, and Their Excellencies the members: Dalal Jasim Al-Zaid, Dr. Nasir Hameed Al-Mubarak, Nancy Dina Khedhoury, and Saud Abdul Aziz Kanoo. No one of the members was absent from the previous session.
Second item:
Ratification of the minutes of the previous session:
The minutes were approved without any changes.
Third item:
Incoming messages
- No incoming messages were received
Fourth item:
- The supplementary report by the Foreign Affairs, Defense and National Security Committee on a draft law endorsing the GCC Seeds and Nurslings Law (regulation), accompanying decree No.15 for the year 2012.
- Passing of the second article as amended by the committee.
- Passing of the draft law in its entirety, subject to taking the final opinion thereon in the upcoming session of the Council.
Fifth item:
Report by the Legislative and Legal Committee on the decision of the Council of Representative about the decision of the Shura Council on a draft law on mediation for the settlement of disputes, accompanying royal decree No.86, for the year 2008.
- Approval of the following articles by holding to them as worded in the previous decision of the Shura Council:
8, 9, 11, 14, as re-numbered, 22:19 as re-numbered, 21-24 as re-numbered and 24-27 as re-numbered
- Approval of the following articles as per the last decision of the Council of Representatives:
- 12, 16 as renumbered, 20-23 as re-numbered, 31-35 as re-numbered, approval to return articles 17-10 as re-numbered to the Committee for further study
Sixth item:
Report by the Legislative and Legal Committee on the decision of the Council of Representatives over the decision of the Shura Council on a draft law providing for amendment of the articles of Decree by law No. 21 for the year 1976 regulating the real estate auction business, accompanying royal decree No.59 for the year 2007.
- Approval of the following article as worded in the previous decision of the Shura Council: first:2, 13 and 16
- Approval of the following two articles as stated in the last decision of the Council of Representatives: first: 3, and second:
- Approval to return the (third article: 13 bis) to the committee for further study.
Seventh item:
Report by the Economic and Financial Committee on the final account of the future generations reserve for the fiscal year ended 31 December 2010 after being audited by the Financial and Administrative Control Bureau.
- Approval of the Committee’s recommendation for endorsement of the future generation reserve account for the fiscal year ended 31 December 2010 as audited by the Financial and Administrative Control Bureau.
Eighth item:
Report by the Services Committee on a proposed law for amendment of the third article of law No.40 for the year 2006 for amendment of certain provisions of the Social Insurance law, promulgated by decree No.24 for the year 1976, filed by Their Excellencies the members: Dalal Jasim Al-Zayid, Mohammad Saif Al-Muslim, Hamad Mubarak Al-Naimi, Juma Mohammad Al-Kaabi and Lulua Saleh al-Awadi.
- Approval of the Committee’s recommendation allowing consideration of the proposed law and referral thereof to the government for wording the language of the draft law.
