Item One:
Reading the names of apologizing members and those absent from the previous meeting
The members who apologized for not attending the session were. Jamal Mohammed Fakhroo, Rabab Abdul Nabi Al-Arayyedh, Ahmed Ebrahim Behzad, Jehad Hassan Bu-Kamal, Hamad Mubarak Al-Naimi, Dr. Aisha Salem Mubarak, and no member was absent from the previous session.
Item Two:
Approval of last session’s minutes
The minutes were approved and ratified with the amendments thereto.
Item Three:
Incoming Letters
The Council was notified of the letter by the member Juma’a Mohammed Al-Ka’abi, Chairman of the Public Utilities & Environment Committee concerning the results of the election of a Chairman and Deputy Chairman for the Public Utilities & Environment Committee.
Item Four:
Final opinion taken on a draft law to amend some provisions of the Penal Law issued by Decree Law No. (15) of 1976, attached to the Royal Decree No. (10) of 2010 “Criminalization of Bribery and Embezzlement in the Private Sector”.
Final approval of the said draft law and returning it to the Council of Representatives because of the disagreement between the two Councils, about it.
Item Five:
Report by the Foreign Affairs, Defense & National Security Committee concerning a Draft Law to approve the amendment of some provisions of the Agreement for Incorporation of the International Monetary Fund (IMF), attached to the Royal Decree No. (94) of 2011.
The Draft Law was approved in principle.
(The following articles of the draft, as submitted by the government, were approved): (The preamble, Article One, Article Two). The draft was approved as a whole, provided the final opinion is taken in the next session.
Item Six:
Report by the Foreign Affairs, Defense & National Security Committee concerning a draft law to amend some provisions of the Criminal Procedures Law issued by Decree Law No. (46) of 2002, attached to Decree No. (124) of 2011 “Reducing the Period of Detention for the Accused and Granting him the Right of Grievance”.
The draft was approved in principle.
The following were approved as submitted by the government (Preamble, Article One, 148, Article Two).
Approval of article (147) with the Committee’s amendment.
The return of Article (149) to the Committee for further consideration was approved.
Item Seven:
Report by the Financial & Economic Affairs Committee concerning the report of the Supreme Joint Committee for Emergency formed between Bahrain Chamber of Commerce & Industry and the Shura Council and the Council of Representatives about the reactivation of the economic situation and treatment of the financial crisis which hit the Kingdom.
The Council approved the Committee’s recommendation mentioned in the report, giving the Committee an opportunity to take into consideration the remarks made by the members in this respect.
Item Eight:
Report by the Legislative & Legal Affairs Committee concerning a proposal to form a permanent specific committee at the Shura Council under the name “The Human Rights Committee”, submitted by the members: Dr. Salah Ali Mohammed, Khalil Ebrahim Al-Dhawadi, Abdul Rahman Mohammed Jamsheer, Ahmed Ebrahim Behzad, Muneera Isa bin Hindi, Hamad Mubarak Al-Naimi, Dr. Aisha Salem Mubarak, Hallah Ramzi Fayez.
The discussion of the said report was postponed to a coming session.
Item Nine:
Report by the Legislative & Legal Affairs Committee concerning a proposal to form a specific committee at the Shura Council under the name “Youth Affairs Committee” submitted by the member Khalil Ebrahim Al-Dhawadi.
The discussion of the said report was postponed to a coming session.
Item Ten:
Report of the Parliamentary Group of the Kingdom of Bahrain on their participation in the 125th session of the International Parliamentary Federation, and the meetings of the 189th Session of the Federation’s Governing Council held in Bern-Switzerland during the period 16-19 October 2011.
The discussion of the said report was postponed to a coming session.
Item Eleven:
Report by the Parliamentary Group of the Kingdom of Bahrain about participation in the Parliamentary hearing of 2011, held during the 66th session of the United Nations General Assembly in conjunction with the International Parliamentary Federation, titled “Enhancement of Political Accountability for a more Peaceful & Prosperous World”, held in New York – USA, during the period 28-29, November 2011.
The Council was notified of the said report.
Item Twelve:
Report by the Parliamentary Group of the Kingdom of Bahrain about participation in the Parliamentary session of the U.S. Congress held in conjunction with the International Parliamentary Federation, three parliamentary factions in the U.S. Congress and some U.S. officials, titled “The Role of Parliaments in Enhancing Stable and Sustainable Democracies” held in Washington – USA, on December, 1st, 2011.
The Council was notified of the said report.
