3- The messages received by the Council:

a- Message of His Excellency Mr. Khalifa bin Ahmad Al-Dahrani, Speaker of the Council of Representatives, regarding the conclusions reached by the Council of Representative relative to a draft bill for amendment of certain provisions of decree No.4 for the year 2011 on prohibition and control of money laundering and financing of terrorism, as amended by law No.54 for the year 2006 (prepared in response to proposed law presented by the Shura Council), and a draft bill for amendment of certain provisions of decree No.4 for the year 2011 on prohibition and control of money laundering and financing of terrorism, accompanying Royal Decree No.111, for the year 2011. The Council was informed of the referral of the proposed bill to the Foreign Affairs, Defence and National Security Committee, with notice to the Legislative and Legal Committee.

b- Message of His Excellency Mr. Khalifa bin Ahmad Al-Dahrani, Speaker of the Council of Representatives, regarding the conclusions reached by the Council of Representative relative to a draft bill approving the Kingdom’s accession to the Convention on International Trade in Endangered Species of Wild Fauna and Flora, accompanying decree No. 91 for the year 2011. The Council was informed of the referral of the proposed bill to the Foreign Affairs, Defence and National Security Committee, with notice to the Legislative and Legal Committee.

c- Message received from His Excellency Mr. Khalifa bin Ahmad Al-Dhahrani, the Speaker of the Council of Representatives regarding the draft bill for regulation of dredging, harvesting and sale of marine sand (prepared in response to draft bill presented by the Council of Representatives) which was referred to the Public Utilities and the Environment Committee, with notice to the Legislative and Legal Committee.

4- Message received from His Excellency Mr. Khalifa bin Ahmad Al-Dhahrani, the Speaker of the Council of Representatives regarding the conclusions reached by the Council of Representative relative to a draft bill for amendment of certain articles of Law No.22, for the year 2006 regarding protection of the intellectual rights of authors and associated rights, which was referred to the Legislative and Legal Committee.

5- A draft bill for amendment of article 3 of Law No.40 for the year 2006, involving amendment of certain provisions of the Social Insurance Law, promulgated by decree No24 for the year 1976, presented by the members Dallal Jasim Al-Zayid, Mohammad Saif  Al-Muslim, Hamad Mubarak Al-Naimi, Juma Mohammad Al-Kaabi and Lulwa Saleh Al-Awadi. The Council was informed that the proposal has been referred to the Services Committee, with notice to the Legislative and Legal Affairs Committee.

6- A proposed draft law on delinquent youth and those who are exposed to deviation presented by the members Dr. Bahiya Jawad Al-Jishi, Dr. Nada Abbas Hafadh, Sayid Habib Makki Hashim and Jamila Ali Salman. The members were informed of the referral of the proposal to the Woman and Child Affairs Committee, with notice to the Legislative and Legal affairs Committee (Please see attachment).

7- Report of the Legislative and Legal Affairs Committee on a draft law providing for amendment of certain provisions of the Evidence Law in Civil and Commercial articles, promulgated by decree No.14 for the year 1996, prepared in response to a proposal presented by the Shura Council (which was previously distributed in the agenda of the 18th session of 20 February 2012).

8- Supplementary report of the Foreign Affairs, Defence and National Security regarding a draft bill for amendment of certain provisions of the Penal Code, promulgated by decree No.15 for the year 1976, accompanying Royal Decree No.10 for the year 2010 (incrimination of bribery and embezzlement in the Private Sector).

9- Report of the Legislative and Legal Committee regarding a draft bill for amendment of certain provisions of decree No.55 for the year 2002 on the internal rules of the Shura Council; prepared in response to a proposal presented by the Shura Council (please see attachment).

10- Report of the Services Committee on a draft bill for establishment of a Supreme Social Security Council, prepared in response to a proposal presented by the Shura Council (please see attachment).

11- Report of the Services Committee on a draft bill for a draft bill providing for organization of the artistic works, prepared in response to a proposal presented by the Shura Council (please see attachment).

12- The report of the Financial and Economic Committee on the report of the joint committee for revitalization of the economic status (The Supreme Emergency Committee between the Bahrain Chamber of Commerce and Industry, the Shura Council and the Council of Representatives for revitalization of the economic status and treatment of the financial crisis that the Kingdom was exposed to), to be distributed later (please see the attachment).

13- Report of the Legislative and Legal Affairs Council on a proposal providing for establishment of a permanent qualitative committee in the Shura Council under the name of “Human Rights Committee” which was presented by the members Dr. Salah Ali Mohammad, Khalil Ibrahim Al-Dhawadi, Abdul Rahman Mohammad Jamshir, Ahmed Ibrahim Bahzad, Munira Isa bin Hindi, Hamad Mubarak Al-Naimi, Dr. Aysha Salim Mubarak, and Hala Ramzi Fayez. (The proposal has previously been distributed in the agenda of the 18th session of 20 February 2012).

14- Report of the Legislative and Legal Affairs Council on a proposal providing for establishment of a permanent committee in the Shura Council under the name of “Youth Affairs Committee” presented by member Khalil Ibrahim Al-Dhawadi (Please see the attachment).
