First Ordinary Session – Third Legislative Term

1 – Reciting the names of absent members.

2 – Reciting the names of absent members, who were absent from the previous session without permission or notification.

3 – Ratification of the minutes of the previous meeting.

4 – Incoming Letters:

A number of letters received from the Chairman of the Council of Representatives H.E. Khalifa bin Ahmed Al-Dhahrani regarding the following:
• A draft law amending Article (21) of the Cassation Court Code.
• A draft law transferring specialties of Minister of Housing in regard to Surveying works to the Head of Survey and Land Registration, as well as specifying fees.
• A draft law regarding consumer protection, associated with the Royal Decree No. (2) for 2009.

5 – A question addressed to Hon. Minister of Finance Shaikh Ahmed bin Mohammed Al Khalifa, submitted by Hon. Member Dr. Abdulaziz Hassan Abble, concerning company financial situation of Bahrain International Circuit, and the Minister response.

6 – A question addressed to Hon. Minister of Finance Shaikh Ahmed bin Mohammed Al Khalifa, submitted by Hon. Member Dr. Abdul Aziz Hassan Apple, on the legal and economic aspects of the financial position of the Bahrain International Circuit Company, and their impact on public money, and the Minister response.

7 – A question addressed to Hon. Minister of Finance Shaikh Ahmed bin Mohammed Al Khalifa, submitted by Hon. Member Hala Ramzy Quraisa, regarding the actions taken by the ministry to meet the financial irregularities contained in the report of the National Audit Court concerning overloading fiscal year 2009 expenses related to fiscal year 2008, and whether there any compelling reasons to justify the action, and the Minister response.

8 – A question addressed to Hon. Minister of Finance Shaikh Ahmed bin Mohammed Al Khalifa, submitted by Hon. Member Sayed Habib Makki Hashim, on the powers given to the Minister of Finance to meet emergency expenses, and coverage of contingency commitments as contained in the General Budget Act.

9 – Taking a final opinion regarding a bill to ratify the Convention related to mutual exemption of taxes on income and profits derived from international air transport operations and the accompanying protocol between the Government of the Kingdom of Bahrain and the Government of the Kingdom of the Netherlands.

10 – Take a final opinion on the draft law transferring of reserves of government officials and officers and members of the Bahrain Defense Force and Public Security, who are insured on the duration of their service or their contributions to the insurance, between pension funds and insurance.

11 – The report of the Legislative and Legal Affairs Committee regarding Decree by Law No. (23) for 2010 concerning the abolition of Bahrain Centre for Studies and Research, established by Decree by Law No. (11) for 1981.

12 – The report of the Foreign Affairs, Defense and National Security Committee regarding the draft law amending Article (41) of the Penal Code issued via Decree by Law No. (15) for 1976.

13 – Further discussion of the first supplementary report of the Women and Child Affairs Committee regarding the sections recovered (VIII, IX, X) of the draft law concerning the issuance of Child Act.

14 – The report of the Foreign Affairs, Defense and National Security Committee regarding bill proposal to amend some provisions of Decree by Law No. (4) for 2001 concerning prevention and combating money laundering.

15 – Any other issues.
