Resolutions and Outcomes of the Second Meeting

First Ordinary Session - Third Legislative Term

Item (1):
Reciting the names of absent members

- Absent members were Khalid Abdulrahman Al-Moayyed, Khalid A.Rasool Al-Sharif,  Abdul-Rahman Ibrahim Abdul-Salam, Saud A.Aziz Khanoo and Sayed Dheya Yahya Al-Mosawi.

Item (2):
Ratification of the Minutes of the previous meeting- Minutes ratified without modification.

Item (3):
Incoming Letters

- The Council was informed – according to Article (38) of the Constitution – of the messages from HRH the Prime Minister, attached with the following draft laws:

• Decree by law No. (23) for 2010, regarding closing down Bahrain Centre for Studies and Research, established via Decree by Law No. (11) for 1981.

• Decree No. (33) for 2010, amending some rules of Decree by Law No. (5) for 1983, amending the Amiri Decree No. (2) of 1975 regarding establishing the Supreme Council for Youth and Sports.

• Decree by Law No. (34) for 2010 amending some rules of Law No. (60) for 2006 regarding reorganization of the Department of Legal Affairs.

• Decree by Law No. (35) for 2010, amending some rules of the Judicial Authority Law issued via Decree by Law No. (42) for 2002.

• Decree by Law No. (36) For 2010, ratifying the Conventions on the loan and certification for the project to develop a network of dual power transmission with voltages (220 and 66 KV), between the Government of the Kingdom of Bahrain and the Arab Fund for Economic and Social Development.

• Decree by Law No. (37) for 2010, to ratify the agreements of authorization, renting, services, warranty and the grant contract between the Government of the Kingdom of Bahrain and the Islamic Bank for Development regarding the development of the networks of power transmission of dual voltages 220 and 66 KV.

• Decree by Law No. (38) for 2010 ratifying the agreement of authorization, renting, services, warranty and the grant contract between the Government of the Kingdom of Bahrain and the Islamic Bank for Development regarding the development of 66 KV network of power transmission.

• Decree by Law No. (39) for 2010 to open an additional credit in the State budget for fiscal year 2010 as well as borrowing to cover this appropriation.

• Decree by Law No. (45) for 2010 approving treating GCC citizens working in the civil service as Bahraini citizen.

• Decree by Law No. (46) for 2010 amending some rules of the Military Penal Code issued via Decree by Law No. (34) for 2002.

• Decree by Law No. (47) for 2010 regarding running and specialty of Pension Fund, for officers and members of Bahrain Defense Force and Public Security for Bahrainis and non-Bahraini, established under Decree by Law No. (6) for 1991.

• Decree by Law No. (48) for 2010 issuing the Civil Service Law.

• Decree by Law No. (49) for 2010 amending some rules of Law of National Audit Court issued under Decree by Law No. (16) for 2002.

• Decree by Law No. (50) for 2010 amending some rules of law of associations and social and culture clubs and private bodies, working in the field of youth and sports and private institutions issued under Decree No. (21) for 1989.

• Decree by Law No. (51) for 2010 amending some rules of Law No. (11) for 1975 regarding passports.

• Decree by Law No. (52) for 2010 amending some rules of Decree by Law No. (15) of 1977 issuing development bonds.

• Decree by Law No. (53) for 2010 to ratify the Convention between the Government of the Kingdom of Bahrain and the United Nations Educational, Scientific and Cultural Organization (UNESCO) regarding establishment of Arab Regional Centre for World Heritage in the Kingdom of Bahrain.

Item (4):
Forming a committee responding to the royal address, proposal submitted by the bureau of the Council.

- Approving the proposal of the bureau of the Council regarding forming a committee to prepare a draft reply to the royal address, as follows: Second Deputy Chairman (Committee Chairwoman) Dr. Bahia Jawad Al-Jishi, and membership of Hon. Members: Ibrahim Mohamed Bashmi, Sayed Habib Makki Hashim, Dalal Jassim Al-Zayed, Samira Ibrahim Rajab, Sadiq Abdul-Karim Al-Shihabi, Abdul-Rahman Ibrahim Abdul-Salam, A-Hussain A-Rahman Jawaheri, Dr. Abdul-Aziz Hassan Apple, Lulwa Saleh Al-Awadi, Mohammed Hassan Baqer Radhi, Mohammed Hadi Ahmed Al-Halwaji.

Item (5):
Forming Qualitative Standing Committees of the Council, proposal submitted by the bureau of the Council.

- Approving  the proposal of the Bureau of the Council regarding forming qualitative Standing committees of the Council.  The Council was also informed about the results of the elections for committee chairpersons and their deputies, as follows:

Legislative and Legal Affairs Committee:
- Hon. Mohammed Hadi Ahmed Al-Halwaji Chairman. 
- Hon. Dalal Jassim Abdullah Al-Zayed,   Deputy-Chairman.
Foreign Affairs, Defense and National Security Committee:
- Hon. Dr. Salah Ali Mohammed    Chairman 
- Hon. Dr. Shaikh Khalid bin Khalifa Al Khalifa Deputy-Chairman.
Finance and Economic Affairs Committee:
- Hon. Khalid Hussain Maskati    Chairman.
- Hon. Sayed Habib Makki Hashim,   Deputy-Chairman.
Services  Committee:
- Hon. Dr. Nada Abbas Haffadh    Chairman.
- Hon. Samira Ibrahim Rajab,    Deputy-Chairman.
Public Utilities Committee and the Environment:
- Hon. Fouad Ahmed Haji     Chairman.
- Hon. Juma Mohammed Al Kaabi,   Deputy Chairman.
Women and Child Affairs Committee:
- Hon. Dalal Jassim Al-Zayed    Chairman. 
- Hon. Khalil Ibrahim Al-Thawadi    Deputy- Chairman.

Item (6):
Election of four members to represent the Council in the Executive Committee of the Inter-Parliamentary Group.

The election was carried out and the winners were: Hon. Sayed Habib Makki Hashim, Hon. Khalil Ibrahim Al-Thawadi, Hon. Ibrahim Mohamed Bashmi, Hon. Dr. Aisha Salem Mubarak.

• A statement on the advent of New year and Christmas.
