Reciting the Names of Absent Members

- Absent members were: Mohammed Hadi Ahmed Al-Halwachi, Khalid A.Rasool Al-Sharif, Rabab A.Nabi Al-Arrayed, AbdulGhaffar A.Hussain Abdulla, Sayed Deya Al-Mosawi, Muneera Isa bin Hindi.

- The Minutes were ratified without amendments.

Item (4):
A question addressed to the Minister of Electricity and Water Affairs Hon. Fahmi bin Ali Al-Jowder, submitted by Hon. member Khalid Abdulrahman Al-Moayyed about the reasons that hindered the ministry from preventing and implementing the recommendations of the National Audit Court, and actions to be taken to remedy all this, and the Minister response to it.

- In accordance with the Royal Decree no. (14) for 2011, Ministerial Appointment, the above mentioned question became void in accordance with the new Ministerial appointment.

Item (5):
A question addressed to the Minister of Electricity and Water Affairs Hon. Fahmi bin Ali Al-Jowder, submitted by Hon. Member Dr. Bahiya Jawad Al-Jishi regarding the fees imposed on the accounts of House Consumption and the meters estimated readings, and the Minister response.

- In accordance with the Royal Decree no. (14) for 2011, Ministerial Appointment, the above mentioned question became void in accordance with the new Ministerial appointment.

Item (6):
Taking a final opinion on a bill to amend Article (20) of Law No. (13) for 1975, regarding the organization of pension salaries and gratuities for government employees (prepared in light of the bill proposal submitted by the Council of Representatives).

- Approving the draft law and refer it to the Council of Representatives, due to differences in opinions.

Item (7):
Taking a final opinion on a bill to amend Article (22) of the Law regarding the organization of pension salaries and retirement benefits for officers and members of Bahrain Defense Force and Public Security, issued via Decree by Law No. (11) for 1976 (prepared in light of the bill proposal submitted by the Council of Representatives).

- Approving the draft law and refer it to the Council of Representatives, due to differences in opinions.

Item (8):
Taking a final opinion on the draft law amending some provisions of the Social Insurance Law, issued via Decree by Law No. (24) for 1976, on the organization of pension salaries and gratuities for the private sector staff (prepared in light of the bill proposal submitted by the Council of Representatives).

- Approving the draft law and refer it to the Council of Representatives, due to differences in opinions.

Item (9):
Report of the Services Committee concerning the draft law on the transfer of reserves of government staff and Bahrain Defense Force and Public Security officers and staff - insured on the duration of their service or their contributions to the insurance - between pension funds and insurance under their control (prepared in light of the bill proposal submitted by the Council of Representatives).

- Approval in principle.
- Approving the following two items as amended by the Government (the first, the fifth).
- Approving the following two items as amended by the Committee (the second, the sixth).
- Approving the introduction as amended in the session.
- Approving to return the following items to the Committee (the third and the fourth).

Item (10):
Report of the Legislative and Legal Affairs Committee concerning the draft law amending some provisions of trademark and copyright protection and related rights laws, associated with the Royal Decree No. (92) for 2009.

- Approval in principle.
- Approving the following item as amended by the Government (the introduction, the first, the second).
- Approving the draft law as a whole, provided that the final opinion is to be taken in the next session.

Item (11):
Continue discussion of the report of Women and Child Affairs Committee concerning the draft law issuing the Child Act (prepared in light of bill proposals submitted by the Council of Representatives)

- Approving chapter one (from section four: section six after renumbering) as amended by the Government.
- Approving the following items as amended by the Committee (naming of chapter three from the section three, naming of chapter four, 45:38 after renumbering).
- Approving the following items as amended in the session (created item 29, 42:39 after renumbering, 43:31 after renumbering, created item 35).
- Approving deleting the following items (41, 32:44 after renumbering, created item 33, created item (29:7) by the Council of Representatives), created item 37, 39:46 after renumbering, created item 40).
- Approving creating the following items (section five: taking care of disabled child, and providing education, rehabilitation, created item 34, created item 36).

• Discussing the developments of events in the country.
• Approving holding extra-ordinary session on Wednesday 02/03/2011 to discuss the afore mentioned subject.
