The Duties of the Chairman

  • The Chairman of the Council is the representative of the Council in its contact with other bodies, speaks on its behalf, supervises all its work, and oversees its Office and committees.
  • The Chairman opens and chairs the meetings, announces them closed and controls them, directs the discussions, authorizes speeches, through him questions are asked, announces the results of the ballot, and He shall speak at any time if He deems it necessary or useful for the discussion or for clarification purposes.
  • Determines the subject of the discussion, keeps speakers focused on the subject, draws attention to maintain order, raises matters to obtain opinions, declares Council's resolutions, and generally supervises proper functioning of the Council's work.
  • The Chairman may invite any committee of the council to convene to discuss important or urgent issue, and chairs meetings of committees when attended.
  • Correspondence between any committee of the Council, and the Executive authority or other bodies outside the Council, is carried out through the Chairman of the Council.
  • Committees meet at the invitation of their Chairmen or the Chairman of the Council, and the Council's Chairman has the right to invite the committees to meet during the recess periods between legislative terms if necessary.
  • Call upon in camera meetings of the Council.
  • Delete any words said by a member, which is contrary to the provisions of the regulations of the minutes of the meeting, and signing the minutes of the meetings.
  • Refer the approved draft laws to the Prime Minister for submission to His Majesty the King.
  • The Chairman of the Shura Council is chairing the National Assembly when convened.
  • Supervision over the Secretariat of the Council, and all administrative, financial and technical affairs and matters of the Council.
